Property Lease
At its April 6th, 2021 regular meet-ing, the Wilmington City Council in-tends to enter into a lease with the Wilmington Youth Initiative, Inc., known as the First Tee of Greater Wilmington (First Tee) in the amount of one dollar ($1.00) per year for the for the former City fire station building located at 310 Donald Ross Drive, New Hanover County, North Carolina. First Tee of Greater Wilmington desires to lease the property to provide educational programs that build character, in-still life enhancing values, and pro-mote healthy choices through the game of golf. The City is authorized by North Carolina Statute 160A-272 to lease or rent property it owns for no longer than ten (10)upon such terms and conditions as the City Council may determine; under N.C.G.S 160A-456, the City is au-thorized to undertake programs to meet the education, employment and welfare needs of low and mod-erate income persons and to con-tract with any person to undertake such programs. The City Council has duly followed all procedures re-quired by Chapter 160-A of North Carolina General Statutes to au-thorize the City to enter into this agreement. The lease shall termi-nate nine years from the date of execution or sooner. There shall be a nominal annual lease payment due to the City in the amount of one dollar ($1.00) per year.

Dare County Public Notice
Dare County has received an offer for the purchase of +/-6,800 sq. ft. of parcel No. 026511000, with the majority of the site compromised of a water channel and boat basin. The offer was made by C. Daniel Burrus in the amount of $33,650. This item will be sold using the upset bid format according to G.S. 160A-269 which states that once an offer has been received and is deemed appropriate a period of no less than 10 days shall be followed allowing for another party to submit a higher offer. The subsequent offer must be in the form of a sealed bid submitted to Dustin Peele, Dare County Purchasing Agent within 10 days after the notice of sale is published. At the conclusion of the 10 day period, the Purchasing Agent shall open the bids, if any, and the highest bid will become the new offer. If there is
more than one bid in the highest amount, the first offer received will stand as the new offer. At this time a new 10 day upset period shall begin until there are no longer any bids submitted.
A qualifying higher bid is one that raises the existing offer by no less than 10% of the first $1,000 of that offer and 5% of the remainder of that offer. A qualifying higher bid must also be accompanied by a deposit in the amount of 5% of that bid. This deposit can be made in cash, cashier's check, or certified check. Dare County will return the deposits to all parties not awarded the property and the deposit of the final high bidder at closing.

Engineering & Architectural Design Services
The Town of Kitty Hawk requests Statements of Qualifications/Proposals for Engineering & Architectural design services for a potential new facility project (Police, Fire & EMS Substation), which is currently pending funding availability. This request for qualifications (RFQ) solicitation does not commit the Town of Kitty Hawk to award a contract, to pay any cost incurred in the preparation of this proposal, or to procure or contract for these services. Pursuant to North Carolina General Statute 143-64.31, the Town utilizes a "qualifications-based" selection process without consideration of fee during the initial phase in hiring engineering & architectural firms.
The Town's primary purpose in using the RFQ process is to obtain a detailed design and construction document that will allow the Town to procure a qualified contractor to construct
the proposed facility. Number of copies and due date three (3) copies, as well as a thumb drive

The Department of Environment and Natural Resources hereby gives public notice as required by N.C.G.S. 113A-119(b) that an application for a development permit in an Area of Environmental Concern as designated under the Coastal Area Management Act (CAMA) was received on 19 February 2021. According to the said application submitted by Ferry View Partners LLC. The applicant proposes install 3 new mooring piles in existing slips in an existing Marina.
A copy of the entire application may be examined or copied at the office of Kelly Spivey, District Manager, Washington Regional Office, 943 Washington Square Mall, Washington, NC, during normal business hours.
